12205 Goshen Rd Lot 224



On 7/24/17 at 1407 hrs., Ms. Jessica 
Yeager and a juvenile female, age 14 came 
to the Goshen PD and met with Officer 
Pilolli and Corporal Ragan to file a police 
report of a sexual offense that had taken 
place at 12205 Goshen Rd Lot 224 the day 
prior.

Yeager advised she was told from a friend 
of the juvenile victim, that the juvenile had 
sex with a 19-year-old male at one of the 
mobile homes in th park. Yeager confronted 
the victim regarding the rumors, and all was 
found to be true. 

Yeager took the juvenile in for medical 
attention, and then brought the victim to the 
PD, where the report was filed.

Officer Young 932, was dispatched to 
Sebring Police Department to take a report 
of criminal damaging that occurred in the 
village of Beloit. 

Young arrived and spoke to Sebring officers 
who advised that Amanda Jackson's vehicle 
was egged multiple times around 2345 
hours on 05/24/2017 and that she would 
like to file a report with an officer. 

Young then spoke with Jackson and 
Zachary Woods. Young asked Jackson and 
Woods what happened. Both stated that 
they were at Woods house (18402 5th St. 
Beloit, OH) when they came outside to see 
that Jackson's car (Pontiac Grand AM 
bearing OH Reg BX42QP) was egged 
multiple times then both witnessed Kaitlyn 
Hawk, Jessica Trunzo and Allison Rogers 
drive past and egg Jackson's car again. 

Sebring dispatch then advised Young that 
they caught all three alleged suspects and 
were enroute to Sebring Police Department 
with them. 

Young then had Jackson and Woods fill out 
voluntary statements of everything that 
occurred. Jackson advised Young that she 
went to Circle K and was able to obtain a 
copy of the receipt from the store employee 
from when the eggs were purchased which 
she gave to Young.

Young then advised Kaitlyn Hawk, Jessica 
Trunzo and Allison Rogers of their Miranda 
Rights which all three advised they 
understood and wished to speak with Young 
and each would write a voluntary statement 
of what occurred. 

Each suspect (Hawk, Trunzo and Rogers) 
stated and advised Young that they did go 
to Circle K in Sebring and purchase eggs 
and that each did egg Jackson's vehicle. 
They advised they did it as a joke not 
knowing that Jackson would follow through 
with a police report / file charges.

Young then took pictures (department 
camera #2) of the damage on Jackson's car 
from the eggs that were thrown.

Young then advised Jackson, Woods, 
Hawk, Trunzo and Rogers that a report will 
be on file and that it will be turned over to 
the Detectives Division for an investigation 
and follow up.

Young then went to Circle K and spoke to a 
store employee to retrieve a copy of the 
footage of the three females purchasing the 
eggs. The store employee advised that the 
manager would be in around 5:30 am on 
05.25.2017 and would be able to make a 
copy for Young to have.

FOLLOWUP (1)

On 25 May 201 7 around 0600 Hrs I. Det. 
Mackall, reviewed the voluntary statements 
that were given to Off. Young by all three 
suspects. In this statements all the suspects 
admitted that they did in fact throw the eggs 
at the victims car and one suspect admitted 
that she did purchase the eggs used in the 
crime from circle-k in Sebring.

(receipt is in the case file) I will go retrieve a 
copy of the footage as more evidence since 
the manager of the store has one on file for 
the Police Department.

The victim stated that she wished to pursue 
charges in this matter. I will make an 
attempt to contact all three suspects in this 
matter to have them come in so that an 
Minor Misdemeanor Citation can be issued. 
However, if they are uncooperative charges 
will filed with the MCC #3 for Criminal 
Damaging (2909.06)

FOLLOWUP (2)

On 25 May 2017 around 0700 Hrs I, Det. 
Troy Mackall was able to get the video 
footage from Circle K in Sebring.

When reviewing the camera footage at the 
time of sale (2336 Hrs) it was noted that the 
three suspects were on video purchasing 
three (3) dozen eggs.

I was able to leave Kaitlyn Hawk a voice 
mail asking her to call me back. The phone 
number for Allison was a bad phone 
number and Jessica's voicemail was full 
and was unable to leave a message. I will 
attempt to make further contact at a later 
time during this day.

At 1100 Hrs Kaitiyn Hawk called me back 
and would be coming in to be served her 
Minor Misdemeanor Citation (001 128) and 
was released on her own recognizance with 
a court date of 1 June 2017 at MCC#3 with 
a court time of 11 A.M. Jessica Trunzo also 
came in and was issued Minor 
Misdemeanor Citation (001 129) and was 
informed of the same court date and time.

Allison Roger's Mother, Stephanie Rogers, 
contacted me and said that Allison and 
herself are out of town until Sunday 
afternoon (28 May 2017) and will be in 
contact with me Monday so Allison could be 
served with her Minor Misdemeanor 
Citation.

I ADVISED ROGERS THAT SHE IS 
RECEIVING A MINOR MISDEMEANOR 
CITATION (NO 001 130) TO APPEAR AT 
SEBRING COURT ON JUNE 1,2017 AT 
1100 HOURS. ROGERS RECEIVED A 
COPY OF THE RECOGNIZANCE OF THE 
ACCUSED FORM. I ASKED ROGERS IF 
SHE HAD ANY QUESTIONS TO WHICH 
SHE REPLIED THAT SHE DID NOT.

On 5/25/2017 at 18:43hrs I responded to 
6260 Green Valley Dr. for a runaway 
juvenile. 

Upon arrival I met with the complaint a Ms. 
Jessica Duncil. She informed me that her 
daughter (JUVENILE) had left the home 
and was last seen walking up east bound 
on Green Valley Dr. She informed me that 
(juvenile) became upset when she 
confronted her about upsetting her 
grandmother. She stated that (juvenile) then 
attempted to leave the home. Ms. Duncil 
grabbed (juvenile) shirt and purse to keep 
her from leaving the home. This is when 
(juvenile) turned and started to slapping. 
Ms. Duncil stated that she put her hands up 
to protect her face. 

Ms. Duncil was able to get (juvenile) to calm 
down and get her into the leaving room. 
When Ms. Duncil attempted to get her 
purse and binder from (juvenile) she then 
kicked her in the mouth. Ms. Duncil stated 
that this caused her mouth to bleed. She 
did state that she just had her teeth pulled 
that day. She also said that caused her 
mouth to swell to where she was unable to 
get her false teeth in. 

Ms. Duncil gave me a written statement of 
the events that occurred. I also obtained 
photos of Ms. Duncil. She also signed the 
domestic violence charges. Ms. Duncil 
stated that (juvenile) aunt had called and 
stated that she was at her house and that 
her uncle was bring her back to the house.

Upon (juvenile) arrival she stated that Ms. 
Duncil hit her. She had no visible marks but 
the marks she stated were self inflected. I 
then placed her into custody for domestic 
violence. She was then placed in the rear of 
car s-1. 

I then transported Ms. Laws back to 
Goshen PD.

INCIDENT DATE 05/26/2017
POLICE CHASE w/ GOSHEN PD, MILTON 
PD and AUSTINTOWN PD



On the above date at 0311 hrs, RO, Officer 
Connolly was stationary at Brunks RV when 
RO observed what appeared to be a dark 
blue Chevy sedan traveling northbound on 
SR 45 at a rate of speed higher than the 
posted speed limit of 55mph. After visual 
observation, RO activated radar# SHD-
01872 and returned a speed of 67mph.

RO activated overhead lights on cruiser #3 
to initiate a traffic stop.

While on SR 45 between the intersections 
of Calla Rd and Western Reserve Rd, the 
vehicle was showing no signs that it was 
going to stop, that is when RO activated my 
audible siren. With both lights and sirens, 
the vehicle did not stop. At this time. RO 
notified dispatch of a pursuit from an 
attempted traffic stop. 

At 0312 hrs Mahoning County Deputy's 100 
and 16 were dispatched to aid in the 
pursuit. While continuing northbound on SR 
45 we passed Berlin Station Rd and the 
suspect vehicle activated the four-way 
hazard lights but still not showing signs of 
stopping. 

At 0314 hrs, M16 and M100 were staged at 
SR 45 and SR 224. Ml6 attempted to pull in 
front of the vehicle and the vehicle moved 
into the south bound lane almost striking 
M16's cruiser. At this time, the suspect 
vehicle continued north bound on SR 45 
from SR 224. 

At 0315 hrs, RO was able to get a visual of 
the suspect vehicle's plate (EQYl170 -
OHIO). Dispatched notified units involved 
that the registered owner resided at 660 N. 
Turner Rd.. Austintown, Ohio. During this 
time in the pursuit, speeds did not exceed 
55 mph at this time. 

At 0319 hrs, Milton Twp Unit 515 joined to 
assist in the pursuit. At 0319 hrs, the 
suspect vehicle turned east bound on 
Mahoning Ave. At 0322 hrs, units were 
notified that OSP had set up spike strips, at 
which time RO increased my distance 
between my cruiser and the suspect 
vehicle. OSP units deployed the spike strips 
at the location of Mahoning Ave near Lipkey 
Rd. Which was later found to be successful 
in flattening a tire. At 0324 hrs, the vehicle 
turned north on N Turner Rd. At this time, 
speeds not exceeding 40 mph. At this point, 
Austintown PD also assisted in the pursuit. 
At 0326 hrs, the suspect vehicle pulled into 
the driveway of 660 N. Turner Rd. RO 
pulled in directly behind the suspect vehicle 
as did other assisting units. As RO was 
exiting the patrol cruiser, the suspect driver 
exited his vehicle as well as a female 
passenger. 

At this time, RO gave verbal commands to 
the driver to turn facing away from RO, and 
walk back towards the sound of ROs voice. 
At about 10 feet from where RO stood, RO 
again gave verbal commands to the driver 
as he continued to turn around towards RO. 
Once the suspect reached the passenger 
side, front door of RO's cruiser, where RO 
was standing, RO attempted to handcuff the 
driver. It was at this time the driver resisted 
arrest by pulling away while RO was trying 
to gain control of the driver. An Austintown 
unit assisted in gaining control of the driver 
so that RO was able to place handcuffs 
which were gapped and double locked and 
placed Hood under arrest. 

Milton unit 515 had detained the female 
passenger at 0327 hrs and the driver was 
taken into custody at 0328 hrs. The female 
passenger was placed in the rear of 
Goshen cruiser #5 and was identified as 
Marietta M. Holtschneider (18) of 311 High 
Ave., Niles, Ohio.

The driver was identified as Michael R. 
Hood (19) of 660 N. Turner Rd., Austintown, 
Ohio. 

Upon searching Hood, a pack of blunt 
wraps were found on his person. Hood was 
then placed in the rear of Goshen cruiser 
#3. As Goshen 932 and Austintown units 
attempted to search the vehicle, it was 
found that the driver had locked the vehicle 
with the keys inside. At this time, 
Austintown  did a lockodt on the ,vehicle 
and gained entry. 

Goshen 932, Officer Young and Austintown 
units searched the vehicle, while RO spoke 
with Hood about the incident.

When speaking vithHood for reasoning of 
not stopping Hood stated he did not believe 
RO was "the real Police" and his attorney 
advised him to turn on his four-way flashers 
and find a safe place to stop. 

The total dispatched of the pursuit was 13.2 
miles and total pursiut duration was 
approximately 16 minutes.

Hood was transported to the Mahoning 
County Justice Center for charges of Speed 
67/55, Failure to comply F3, Resisting 
arrest M2, OVI M1.

On the above time and date I, Ofc. 
MILLER(940), while working the 1500-2300 
HRS in uniform and marked Goshen 
Cruiser #2 was sitting stationary on 
Western Reserve Road by Covington Cove 
Road when I observed a silver in color 
vehicle traveling East bound on Western 
Reserve Road at a high rate of speed. I 
activated Radar #SHD-01480 and returned 
a speed of 59 MPH in a 45 MPH zone.

I activated the overhead lights on cruiser #2 
and initiated a traffic stop. The vehicle was 
a silver in color Chevy Cruze with PA plate: 
00022 TC.

Speed: 73 MPH in a 55 Zone 4511.21d


On 05/13/17 at approx. 08:48 hrs. Antuan 
M. Parker was cited for speeding and 
driving under suspension following a traffic 
stop on SR 45 near Middletown Road.


On 05/13/17 1, Officer M. Elser was 
working daylight shift (7A-3P) in a marked 
Goshen Police District Police cruiser. I was 
traveling Southbound on SR 45 in the 
11000 block when I observed a vehicle 
approaching me at what appeared to be a 
high rate of speed. I activated the cruiser 
radar (#2) and observed the radar display 
73 MPH. The vehicle slowed to 67 MPH 
when the operator observed me. I turned on 
the vehicle stopping it on SR 45 near 
Middletown Road at approx. 08:48 hrs. The 
Ohio temp. registration (D442120) returned 
on a black Pontiac Grand Prix to Jessica M. 
Yeager of Salem.

After advising dispatch of the stop I exited 
my cruiser with body camera #3 activated, I 
made contact with the driver who was 
identified as Antuan M. Parker. Mr. Parker 
was made aware of who I was and why he 
was stopped. Mr. Parker told me he was 
trying to get to his 7 month old daughter 
who was in the hospital in Akron with 
cancer. There were several passengers in 
the vehicle. A female in the front and four 
passengers in the rear (1-16 year old, and 
three small children); all of which were not 
properly seat belted. The front passenger 
was identified as Martisha ****. The children 
including the 16 year old female were hers.

After collecting Mr. Parker's information I 
returned to the vehicle to run his social 
security number. Mr. Parker was 
suspended. Mr. Parker was cited for DUS 
and Speeding. Mr. Parker had several 
cautions when I ran his information. I had 
dispatch send a MCSO unit to assist me.

On 05/10/2017 at 5:35hrs I responded to 
Garfield Rd for a vehicle still parked in the 
ditch.

The plate was ran through LEADS and the 
vehicle returned as stolen through Sebring 
dispatch. I contacted Sebring PD and 
informed them that that the vehicle had 
been located. Per Sebring PD Springers 
arrived on scene to remove the vehicle.

STOLEN VEHICLE- UNAUTHORIZED USE


Officer Young 932, was dispatched to 
12012 W Calla Rd for a report of a stolen 
vehicle. Young arrived on scene and spoke 
to Hiram Diaz, who advised Young that his 
2002 Silver Dodge Caravan (Bearing OH 
Reg GWZ1568) was stolen from his 
driveway some time on 04/30/2017 2300 
hours and the early morning on 05/01/2017. 
Diaz advised Young that Tyler Joy was at 
his residence on the night of 04/30/2017 
watching his
children while him and his wife were out for 
the evenjng.

Diaz advised he came home and Joy and 
the vehicle were still at the residence. Diaz 
and his wife then went upstairs to go to 
sleep and when they woke up Joy along 
with vehicle and the keys to the vehicle 
were gone. Diaz advised Young that Joy 
currently has a drug history and is a 
recovering heroin addicted who might have 
relapsed and that Joy is currently with 
Family Recovery in Lisbon.

Diaz advised Young that multiple designer 
hand bags of his wifes were inside of the 
van along with his prescription medicine.

Young then got all of the vehicles 
information along with Diaz information. 
Young advised Diaz that a report will be on 
file and that the vehicle will be entered into 
L.E.A.D,S./NCIC as stolen. Diaz was 
advised if he got any information about his 
vehicles were about along with Joys to 
contact the Mahoning County Dispatch as 
soon as possible.


Officer Young 932, was contacted via 
Mahoning Dispatch Center advising that 
Salem Police Department has located the 
stolen Dodge Caravan at 110 Benton Rd, 
Salem OH, 44460. Salem Police 
Department also advised they have the 
suspect Tyler Joy detained.

Young arrived along with Redfern to assist 
and spoke with Salem Police along with 
Anthony Watt. Watt advised he works at 
Famlly Recovery and saw tne vehicle and 
contacted Salem Police Department.

Young then placed Tyler Joy under arrest 
(double gaped and safety locked) and 
advised him he was under arrest for 
unauthorized use of a motor vehicle and 
was read his Miranda Rights and placed in 
the rear of marked unit #2.

A vehicle inventory of the vehicle was 
completed by Young with the keys still in the 
ignition without anything missing from the 
vehicle along with pictures of the vehicle 
with department issued camera #2. Redfern 
then made contact with the vehicle owner 
Diaz, and advised him his vehicle was 
recovered and was given the keys to his 
vehicle and to remove the vehicle.

Joy was then transported to Goshen 
Township Police Department for booking. 
Joy then wrote a voluntarily written 
statement. Joy was then transported to 
Mahoning County Jail and was advised of a 
bond of $1,250.00 and was advised of his 
mandatory court date at MCC #3 on 
05/04/2017 at 1100 hours.

On 3 April 2017 at 0705 hrs I, Off. Troy 
Mackall received a call from Off. Aaron 
stating that the Mother of (JUVENILE), one 
Belinda Ser of 13800 Lisbon, Rd stated that 
(JUVENILE) struck the back of her head 
multiple times.

Upon my arrival to the scene I was met by 
Belinda; who was visibly upset and crying 
(victim). Belinda went on and explained that 
while attempting to wake (JUVENILE) for 
school this morning she got aggravated and 
became hostile.

Belinda said that she was pulling on 
(JUVENILE) legs in an attempt to get her up 
and out of bed so that she would not be late 
to school. This is when (JUVENILE) got up 
and struck the back of Belinda's head. 
(Photographs were taken). I was able to 
feel a lump on the back of Belinda's head 
located towards the left side. The lump was 
roughly about a size of a twenty-five cent 
piece (.25c). At this time Belinda escorted 
me to (JUVENILE)'s room where she was 
located.

Once in (JUVENILE) room she was asked 
to come down stairs to speak with me as 
Belinda was told to go up stairs.

(JUVENILE) was emotionally upset and 
was asked to explain as to what happened. 
(JUVENILE) went on and explained that her 
Mom did go upstairs and was trying to wake 
her up. (JUVENILE) then said that she did 
not want to get up due to the fact that she 
wanted to get a few more minutes of sleep 
before getting ready for school; this is when 
(JUVENILE) got hostile and struck her 
mother two times (2) in the back of her 
head. (JUVENILE) was asked to show me 
her knuckles, which the right hand knuckles 
were slightly red and (JUVENILE) was said 
that her hands did hurt from striking her 
Mother. At this time (JUVENILE) was 
detained in the back of Marked Goshen Unit 
#2. 1 then went back and spoke to Belinda.

Once back inside the residence Belinda 
was informed that (JUVENILE) was going to 
be referred to the Mahoning County 
Juvenile Justice Center (JJC) for Domestic 
Violence. 

JJC was contacted by myself and JJC said 
that they would accept (JUVENILE) for the 
charges of Domestic Violence. Belinda was 
presented Goshen Police Districts Domestic 
Violence Packet; where Belinda signed the 
charges. and was given a voluntary 
statement form to fill out.

(both forms were placed in the case file)

I went back outside to speak with 
(JUVENILE) where she was placed under 
arrest for Domestic Violence (2919.25A)

Once Belinda had her statement form filled 
out I transported (JUVENILE) back to Police 
Station for further processing.

Once all the proper paperwork was filed 
(JUVENILE) was transported to JJC.

On the above date and time I, Ofc. 
MILLER(940), was dispatched to a car vs 
ditch in the area of 11144 S. Pricetown Rd. 
While in route to the crash dispatch advised 
that the driver of the vehicle was running 
away from the crash in the field and could 
not give a direction of travel. I was traveling 
West bound down Middletown Road near 
Seacrist Road and was near the incident 
already.

Due to the driver potentially running away 
from the scene of the accident I then 
activated overhead lights on marked 
Goshen Cruiser #2 and proceeded to run to 
the incident quickly while still exercising due 
regard. MCSO Deputy JOHNSON(M-144) 
advised that he would also be heading to 
that incident to assist.

Upon my arrival of the area I observed what 
was later to be identified as a 1998 Toyota 
Corolla bearing OH registration GW9460, 
stuck in a muddy field with the driver of the 
vehicle later identified as CHRISTOPHER 
ROBIN GAMBLE trying to push the vehicle 
out of the field and was close to having the 
vehicle back onto the roadway on S. 
Pricetown Road.

I stopped my cruiser in front of the vehicle 
so that he could not leave, and called the 
plate out to dispatch. I then exited the 
cruiser and approached GAMBLE and 
introduced myself as Ofc. MILLER and 
advised that I worked with Goshen 
Township PD. Once this was done I asked 
GAMBLE what had taken place and if he 
had license, registration, and proof of 
insurance. While GAMBLE was looking 
through the vehicle to obtain the documents 
that I had requested he explained to me 
that a deer had ran out in front of the 
vehicle and that he swerved to avoid 
striking the deer. Upon inspection of the 
vehicle there appeared to be no damage 
done to the car what so ever.

GAMBLE then handed me registration for 
the vehicle and advised that the vehicle 
belonged to a friend of his, RICHARD 
HEATON. GAMBLE produced the right 
registration, however he handed me an 
OHIO identification card not a valid driver's 
license. When asked if he was wanted or 
suspended he advised that he did not have 
his license because he failed to reinstate it 
but that when he did go to get his license 
back they gave him and ID card instead. 
With that I advised GAMBLE to stay in the 
vehicle with ALISHA L TRIPP who advised 
me she is paralyzed from the waist down 
and sitting in the front passenger seat along 
with JUVENILE #I who was properly 
secured in a car seat in the left back 
passenger seat of the vehicle

At this time, Deputy JOHNSON arrived on 
scene and assisted by standing by while I 
ran GAMBLE'S information through LEADS. 
Upon running GAMBLE through LEADS he 
came back suspended. At this time Deputy 
JOHNSON gave me TRIPP's information to 
check to see if she was wanted or 
suspended. I advised JOHNSON that 
TRIPP was paralyzed and was not driving 
regardless if she was valid or not. TRIPP 
did not have a driver's license on record 
and at this time I asked dispatch to confirm 
GAMBLE'S suspension status after reading 
his OH ID number. Once dispatch 
confirmed the suspension I advised them to 
call for Springer's Towing to collect the 
vehicle.

Deputy JOHNSON assisted with the 
inventory search of the vehicle while I had 
TRIPP and JUVENILE #1 go into the back 
of Cruiser #2. GAMBLE assist both in to the 
back of the cruiser while I stood by to make 
sure traffic was safe for them to move. I 
then ran the plate of the vehicle and it came 
back to the registered owner HEATON 
whose status was also suspended. Once 
GAMBLE had JUVENILE #1 along with 
TRIPP in the back of the cruiser I advised 
him to call for a ride because the car was 
going to be impounded with a hold on it.

While GAMBLE was calling for some one to 
give him a ride I then proceeded to start an 
inventory search of the car. Deputy 
JOHNSON had already started in the front 
of the vehicle and advised he did not find 
anything illegal or that could be considered 
contraband. I then proceeded to check the 
back seat and found miscellaneous clothes, 
and trash and nothing in the front or trunk of 
the vehicle itself.

Once the inventory search was done 
Springer's arrived on scene and Deputy 
JOHNSON assisted by letting them know to 
put a hold on the vehicle upon my request 
and the nature of the tow itself. Once 
Springer's had the vehicle both Springer's 
and Deputy JOHNSON cleared and I 
stayed with GAMBLE, TRIPP, and 
JUVENILE #1 until a valid driver arrived to 
pick them up. While waiting I issued a 
citation to GAMBLE for Failure to Control 
(ORC: 451 1.202a) and Driving While 
Suspended (0RC: 4510.1 1). Once issued I 
advised GAMBLE of his court date to make 
sure he brings his proof of insurance with 
him to his court date which was scheduled 
on 4/13/2017 at 11 :00 AM at Sebring 
Court.

I then finished gathering what information I 
still needed in regards to the crash report 
and waited for a valid driver(later identified 
as MICHAEL R BARBO arrived to collect 
GAMBLE, TRIPP, and JUVENILE #1. Once 
BARBO arrived and I verified he was valid 
through LEADS I let GAMBLE, TRIPP, and 
JUVENILE #1 clear with BARBO without 
incident.

On this date and 1624 Hrs, I was contacted 
by the complainant via cell phone, and 
advised that a female had came to his 
residence located at 14775 Seacrist Rd. I 
was also advised that the female advised 
the complainant that she was staying at the 
Colonial Motel and her boyfriend had 
assaulted her. I was also advised by the 
complainant, that the female was wearing 
no shoes, and had left his residence 
walking South on Seacrist. 

I arrived at 1625 Hrs,and found the female 
standing in the roadway next to a Dodge 
Charger. I made contact with the female 
who was identified as Heather Ritch. I also 
found the male to be the suspect one 
Jeremy Hall. 

I was advised by Heather that she was 
staying at the Colonial Motel Room 9 with 
Jeremy, and she also advised that they 
have 2 Children.

Heather then advised me that Jeremy was 
upset because she wanted her space and a 
argument took place. I was also advised 
that during the argument Jeremy struck her 
on the left ear with his hand. Heather then 
advised me that Jeremy threw a bottle at 
her. I observed very minor redness on her 
upper left ear. I explained the procedure for 
filing charges for Domestic Violence, and 
Heather advised me that she wanted to file 
charges because this was a ongoing issue. 

I then spoke to the suspect, and he advised 
me that Heather was upset because he 
caught her shooting up drugs and he 
contacted her Probation Officer, and she 
was told to be in his office in the morning. 
Jeremy then advised that he did through the 
bottle but never struck her. 

At this point Officer Beck and Officer 
McBride arrived. Heather signed a 
Domestic Violence Complaint, and at 1657 
Hrs, Jeremy was taken into custody and 
was restrained with handcuffs that was 
gapped and double locked. I then 
transported Jeremy to the Goshen Twp 
Police Dept for processing. 

Officer Beck stood by with the Suspect's 
vehicle until his boss came and picked it up. 
Officer McBride transported the victim to the 
Hotel and obtained Photo's of the damage 
to the room, and then transported her to the 
station so a statement could be obtained. 
After Processing Jeremy was transported to 
the Mahoning County Justice Center by 
Officer Beck.

On 04/03/2017, Goshen Police Officers 
were dispatched to 11311 S. Salem-Warren 
Rd. in Green Twp in regards to a burglary in 
progress.

While arriving on scene, Sgt. Calko 
observed Sandra Messimer yelling for Sgt 
Calko to get over to the rear of the house 
immediately. Sgt. Calko ran to the rear of 
the house and observed Douglas Messimer 
on the ground bleeding from his face and 
ears with three female juveniles around 
him. 

Sgt Calko was advised that the three 
juveniles were attempting to break into the 
home and were confronted by Sandra and 
Douglas, before being assaulting the 
homeowners.

The three female, juvenile, suspects were 
apprehended at the scene and the victim 
was transported to Salem Regional Hospital 
to be treated.

Once the suspects had been properly 
processed back at Goshen PD, they were 
all transported to the Mahoning County 
Juvenile Justice Center to await their court 
appearances on Tuesday 4/4/17. The 
juveniles have been charged with 
Aggravated Burglary (FI), Assault (MI), 
Felonious Assault (F2) and Criminal 
Damaging (M2).


The victim is still being treated at the 
hospital.

Officer initiated a traffic stop with the 
overhead emergency lights on marked GPD 
unit #3 as we approached Middletown Rd. 
The truck slowed, but continued driving 
approximately 100 yards, at which time 
Officer activated my siren to signal the 
driver to stop. The vehicle then slowly came 
to a stop and Officer approached, 
eventually identifying the driver as Justin M. 
Kelley (OH-UR275179).

Due to the multiple signs of impairment, 
including Kelley's lack of balance and 
coordination, droopy eye lids, slurred 
speech, and general confusion; he was 
placed under arrest for OVI with handcuffs 
behind his back (GDL) and secured in the 
rear of marked unit #3. 

Ptl. Thomas searched the vehicle incident 
to arrest, and remained on scene until 
Springer's Towing removed the vehicle from 
the roadway.

Kelley was transported to GPD for booking. 
After arrival he was secured to the prisoner 
bench and informed of his Constitutional 
Miranda Rights. After Ptl. Thomas arrived 
on scene to administer the BAC test, Officer 
read the back of BMV form 2255, 
consequences of test or refusal, witnessed 
by Ptl. Thomas. Kelley informed officers 
that he would like to speak with his attorney. 
Kelley was given his phone, but he did not 
attempt to contact an attorney. Officer also 
observed Kelley to drop his phone 
numerous times.

Due to Kelley's extreme disorientation, 
Damascus EMS was requested to evaluate 
Kelley. After he was observed for the 
required 20 minute period, Ptl. Thomas 
administered the BAC test, which Kelley 
refused. Kelley also refused the requested 
urine test

EMS personnel arrived and checked 
Kelley's vitals and advised that he should 
be evaluated by a doctor, and was 
eventually transported to Salem Hospital. 
Kelley told the EMS personnel that he had 
been with some friends earlier who smoked 
"really strong weed" but denied smoking 
any himself.

Officer attempted to obtain Kelley's 
signature on form 2255, the citation, and 
the Miranda form, however he was 
extremely lethargic and dropped my pen. 
Kelley was groaning and muttering 
unintelligibly at this time, so he was 
released to EMS personnel and given his 
copies of the citation and 2255 form and 
advised of his immediate 1 year 
Administrative License Suspension and 
mandatory appearance in Sebring Court 
(MCC3) on 3/30/2017 at 1100 hours.

Officer observed the defendants vehicle in 
front also traveling Westbound. Officer 
observed the defendants vehicle go over 
the fog line with the full passenger side tire 
over the line.

Upon approaching the vehicle Officer 
identified the driver as Troy Donaldson. 
Upon speaking to Mr. Donaldson, Officer 
detected a strong odor of alcoholic 
beverages. Mr. Donaldson's speech was 
slurred. Officer observed that he had watery 
eyes. When asked Mr. Donaldson if he had 
been drinking tonight he stated no. Officer 
informed him that I could smell an odor 
alcoholic beverages coming from his 
person's. He then informed me that he had 
a couple of drinks. While speaking to Mr. 
Donaldson Officer had to keep reminding 
him for the documents that I ask for. 

Officer asked Mr. Donaldson to exit the 
vehicle to perform field sobriety tests and 
observed that he was unsteady on his feet. 

Officer asked Mr. Donaldson to submit to a 
preliminary breath test (PBT). The PBT 
result was .184Bac. Officer then informed 
Mr. Donaldson that he was being placed 
under arrest for OVI. 

Once springers towing arrived on scene 
they towed the vehicle for safe keeping. 

Once on station Mr. Donaldson was read 
his rights along with the BMV22555.

Mr. Donaldson's wife arrived to pick him up.  
Donaldson was allowed to sign himself out 
on a Recognizance bond. He was also 
given all his copies of the paper work. He 
was also informed of his court date on 
3/23/17 at MCC#3.

1. Young was traveling West bound on Pine

FTF7760) traveling north bound on Seacrist 
at the intersection at Pine Lake Rd fail to 
obey the stop sign. Young then got behind 
said vehicle and initiated a traffic stop 
(overhead lights &siren) at Pine Lake @ 
Seacrist.

Young then approached the vehicle on the 
drivers said and advised the driver who was 
later identified as Jeffrey Boyd for the 
reason of stop (failure to obey a stop sign). 
Young then asked the driver for his drivers 
license, proof of insurance and vehicle 
registration. Boyd was able to provide 
Young with all three documents that were 
asked. Young then ran Boyds Ohio 
Identification Card through dispatch. 
Dispatch advised and confirmed through 
L.E.A.D.S./NCIC that Boyd currently has an 
open OVI Suspension with limited driving 
privileges. 

Young then asked Boyd were he was 
coming from, Boyd said "picking up my 
work shirts". Young asked what is driving 
privileges were for. Boyd said to and from 
work. Boyd said he knew he was in the 
wrong and shouldn't be currently driving.

Young then issued Boyd citation #050333 
for driving under and OVI Suspension (ORC 
4510.14) and failure to obey a stop sign 
(ORC4511.12A). The vehicle was then 
towed by Springer's for sake keeping and a 
vehicle inventory was the completed by 
Young, Boyd was advised of his mandatory 
court date of 03123117 at Sebring

the area and look into the matter. I further 
checked Mr. Davner's driving status and 
found him to be suspended.

Upon arriving in Beloit Village I observed 
the listed vehicle and further observed 
Shawn Davner to be the driver.

Being that I knew the identity of the driver 
and had prior knowledge of his driving 
status I initiated a traffic stop of the vehicle. 
I informed Mr. Davner for the reason of the 
stop and he advised me that he did not 
have a license. I had Mr. Davner exit the 
vehicle and performed a pat down of his 
person for officer safety and placed him in 
the rear of my cruiser. I then requested 
Sebring PD respond . Once Sgt. Faudre 
was on scene I had the female passenger 
(Da'Monica Sales) exit the vehicle and 
performed a pat down of her person. 

I checked her information through LEADS 
to make sure she had no warrants.

I then contacted Springers Towing to 
remove the vehicle. I issued Mr. Davner a 
traffic citation for driving under a non-
compliance suspension (ORC 4510.16A) 
and advised him of his mandatory court 
date in MCC #3 on 3\23/17

Once Springer's towing was on scene and 
had the vehicle I cleared.

Troy Mackall was dispatched for a possible 
verbal domestic: Upon my arrival to the 
scene I was met by a male sitting in his 
vehicle .  The subject was upset and was to 
the point of tearing up. He would later be 
identified as Dylan Walters

Dylan stated that while attempting to get 
custody of his children that his ex-girl friend, 
who's the mother got into an argument that 
ended up with her striking the passenger 
side door of the truck with her foot ripping 
off an emblem mounted on the right rear of 
the tail gate. The damage done to the 
vehicle on the passenger side door 
consisted of a small dent with a foot print 
impression still on the door where the 
female party kicked the vehicle. At this time 
while speaking with Dylan the female 
popped her head out of the residence door 
and wished that Dylan be removed from the 
property. It was also noticeable that the 
female was wet as if she had just came out 
of the shower. The female who was only 
wearing a towel and was instructed to go 
put some clothes on so that I could speak 
with her. Dylan was left a voluntary 
statement form to fill out as I went and 
spoke with the female party.

The female party was emotionally upset 
and hysterical. She was identified as Sarah 
Swoboda. Sarah stated that her and Dylan 
go into an argument and that he started to 
call her names. Sarah also stated that 
Dylan picked her up and body slammed her. 
While Sarah made this claim I asked if she 
had any visible marks as possible evidence 
or injuries from this occurring and she said 
that she did not. As to where she showed 
me where Dylan slammed her to the ground 
their were no wet spots on the floor 
indicating that she was thrown to the floor. 

Sarah then went on and explained that 
Dylan gathered up the two young juveniles 
and went to his truck and locked himself in 
the vehicle. This is when Sarah kicked the 
passenger side door and tore off the 
emblem mounted on the rear of the vehicle. 

Sarah was given a voluntary statement form 
to fill out as I went and speak to Dylan 
again.

When speaking with Dyian for the second 
time he was asked about slamming her to 
the floor and he said that he did not do that 
but, she did however bite him on his left 
forearm. Dylan presented me the bite marks 
on his arm and visible marks were present 
(photographs were taken). Dylan stated that 
the bite occurred when she attempted to 
lung at him; thinking she was going to hit 
him but bite his arm instead. I then went 
back into the residence to speak with Sarah 
one last time.

Once speaking with Sarah again she was 
asked about biting Dylan; which she agreed 
that had happened and I confirmed that he 
was indeed the father of the two young 
juveniles present during the incident. Sarah 
was then informed that she would be placed 
under arrest for Domestic Violence 
(2919.25: M-1)) and with the additional 
charge of the Criminal Damaging (2906.06: 
M-2) due to the events that took place. 
Sarah was then placed in handcuffs; which 
were double locked and gapped and placed 
in the back of Marked Goshen Unit #1.

Dylan was left with the custody of the two 
young juveniles and was told as soon as 
Sarah's parents returned home that he was 
to leave the residence. Once the Domestic 
Violence Packet was completed and the 
TPO was filed I cleared the scene and 
returned back to GPD to further process 
Sarah.

Once all the proper paperwork was filed 
and Sarah was informed of her mandatory 
court appearance at MCC #3 with a court 
time of 11 A.M. and was transported to 
Mahoning County Jail.

Upon approaching the vehicle I identified

Reynolds handed me a id card. I asked her 
if she was suspended and she stated yes 
and that the only reason she was driving 
was because the other two occupants 
where intoxicated. 

I asked her if she had been drinking and 
she stated no. I returned to my cruiser to 
inform Boardman PD that I had the 
individual that they were looking for. I was 
informed by dispatch that they had already 
spoken to that individual.

I went back to speak to Ms. Reynolds about 
driving under suspension. I asked Ms. 
Reynolds to step out of the vehicle so I 
could speak to her. Once she was out of the 
car she was very unsteady on her feet. I 
also could smell a strong odor of alcohol 
beverage coming from Ms. Reynolds. I 
informed her that I could smell the alcohol 
beverages on her. She informed me then 
that she did have two drinks. She stated 
that she had some Vodka and Captain 
Morgan and coke cola. I had Ms. Reynolds 
seat in the rear of my cruiser due to the 
storm that was
coming. While I was waiting for the storm to 
pass I informed Chief McDaniel of the 
situation and he informed me to tow the 
vehicle. '

Once the weather subside I was able to 
perform field sobriety on Ms. Reynolds.

Before beginning the tests, I asked Ms. 
Reynolds if she has any medical or physical 
problems and she replied that she does not. 
She admitted to drinking.

Each test was explained and demonstrated 
to Ms. Reynolds and I confirmed that she 
understood each one prior to beginning the 
tests.

The first test given was the Horizontal Gaze 
Nystagmus (HGN) test. While having her 
follow the stimulus, I observed a total of 6 
clues (lack of smooth pursuit in the left eye, 
distinct and sustained nystagmus at 
maximum deviation in the left eye, onset of 
nystagmus prior to 45 degrees in the left 
eye, lack of smooth pursuit in the right eye, 
distinct and sustained nystagmus at 
maximum deviation in the right eye, onset 
of nystagmus prior to 45 degrees in !he 
right eye).

I then asked Ms. Reynolds to perform the 9 
step walk and turn test. While I was 
explaining the test, she was unable to 
maintain her balance in the instruction 
position. She attempted to begin the test 
before I had completed the instructions. On 
the first series of steps, she took the correct 
number of steps. She did not touch heel-to-
toe on multiple steps. She stepped off the 
line on multiple steps. On the second series 
of steps, she took the correct number of 
steps. She did not touch heel-to-toe on 
multiple steps. She stepped off the line on 
multiple steps.

I then asked Ms. Reynolds to perform the 
one leg stand test. She chose to raise her 
right foot for the test. She hopped in an 
effort to remain on one foot. She set her 
foot down 4 times. She had to be reminded 
to watch herfoot.

I informed Ms. Reynolds that she was being 
placed under arrest for OVI. She was 
handcuffed which were double locked and 
she was placed in the rear of Car #4. 
Where she was read her rights per Miranda, 
Once Wertz was on scene to tow the 
vehicle her father arrived also to collect the 
other passengers. I did a vehicle inventory 
on the vehicle. I then had dispatch ask OSP 
if they had an operator available. They 
informed me that they did.

I then transported Ms. Reynolds to OSP for 
a breath test. While in route to OSP she 
informed me that she had left her AA 
meeting to go drink with with her brother. 
Upon arrival Ms. Reynolds was read the 
BMV 2255. She was then asked to submit 
to a breath test. She did submit to the 
breath test and test a ,132 BAC. Once the 
paper work had printed I brought Ms. 
Reynolds back to GPD for prisoner 
processing.

Once the necessary paper work was 
complete Ms. Reynolds was released to her 
father.

On Friday 2/10/2017 1 was dispatched to 
the old IGA plaza in Beloit for a report of an 
assault. Upon my arrival I was met by 
Christina Hunt and her son Spencer Hunt. 
Upon speaking with Spencer, His right eye 
was swollen shut and there was a small 
laceration underneath his right eye that had 
blood running down to his chin. 

I advised dispatch to send an ambulance. 
While talking with Spencer, he advised he 
was jumped by Zac Woods and Brandon 
Bennett. 

Spencer advised both males had kicked 
and punched him in the face. You could 
notice the entire right side of his head was 
red. Spencer stated that the above listed 
males had an AK-47 assault rifle and a 
sledge hammer while this happened. I 
advised dispatch to have my other unit float 
my way and to contact Sebiiiig - to see if 
they had a unit available to meet me on 
scene as well. 

Beloit FD then arrived on scene to check 
over Spencer. Spencer was then 
transported by Beloit FD to Alliance 
Hospital. Once my other unit and Sebring 
arrived on scene, I advised them of the 
situation. I advised them to follow me to 
speak with Zac and Brandon  at 18402 Fifth 
St. Upon our arrival contact was made with 
Zac and Brandon. 

While speaking with the two males they 
both admitted to assaulting Spencer. Both 
males were then placed under arrest and 
handcuffed, gapped and double locked. Ofc 
Pilolli placed Zac in the rear of marked unit 
2 and I placed Brandon in the rear of 
marked unit 1. Both males were then 
transported back to Goshen PD for booking. 
Both males were read their rights and 
signed the waiver. Both males then gave 
statements onto what had taken place this 
evening. 

Both males were then booked and 
transported to MCJC where custody of the 
males were turned over to jail staff.

On 01/21/2017 1 was sitting on stationary 
on SR534 near Calla Rd and observed 
defendents vehicle going Southbound on 
SR 534. The vehicle appeared to be 
traveling faster than the posted speed limit 
of 55mph. 

I activated hand held radar #5 and received 
a loud audible tone and a visual reading of 
7lmph. I then made a traffic stop on the 
vehicle at SR 534 and Middletown Rd.

I identified the driver as Tyler Cugini. Upon 
speaking to Mr. Cugini, I detected a strong 
odor of alcoholic beverages. Mr. Cugini's 
speech was slurred. I observed that he had 
watery eyes. He had difficulty finding the 
vehicle documents that I requested. I asked 
Mr. Cugini to exit the vehicle to perform field 
sobriety tests.

Each test was explained and demonstrated 
to Mr. Cugini and I confirmed that he 
understood each one prior to beginning the 
tests.

The first test given was the Horizontal Gaze 
Nystagmus (HGN) test. While having him 
follow the stimulus, I observed a total of 6 
clues (lack of smooth pursuit in the left eye, 
distinct and sustained nystagmus at 
maximum deviation in the left eye, onset of

the first series of steps, he did not take the 
correct number of steps. He did not touch 
heel-to-toe on multiple steps. He stepped 
off the line on multiple steps. On the second 
series of steps, he took the correct number 
of steps.

steps. He stepped off the line on multiple 
steps.

I then asked Mr. Cugini to perform the one

foot for the test. He swayed visibly during 
the test. He used his arms to balance. He 
hopped in an effort to remain on one foot. 
He set his foot down 1 time. He had to be 
reminded to watch his foot. 
When he was reminded to watch his foot he 
took a large hop and put his foot down. Mr. 
Cugini the turned around and put his hands 
behind his back and stated that he was 
done. When I asked him to keep going he 
stated that he was done. I then informed 
him that he was going to be placed under 
arrest for driving under the influence he 
stated that he knew. The cuffs where 
gapped and double locked. He was read his 
rights and placed in the rear of car #3.

I had dispatch contact Springers towing to 
tow the vehicle. I performed a vehicle 
inventory check. Cpl. Ragan arrived on 
scene and witnessed the reading of the 
BMV2255. I asked Mr. Cugini if he would 
submit to a breath test and he stated no. 

Once that was completed I transported Mr. 
Cugini back to Goshen PD. for prisoner 
processing.

While in transport Mr. Cugini stated several 
times that he messed up and that he had no 
one to blame but himself.

Once at Goshen PD Mr. Cugini was brought 
inside and put on the prisoner bench. I then 
began the 20 minute observation period. 
Mr. Cugini also was checked for false teeth 
and any foreign objects in his mouth. I then 
started on the paperwork. While I was filling 
out the paper work Mr. Cugini stated 
several more time that he had no one else 
to blame but himself. His moods also 
seemed to change very rapidly. I asked Mr. 
Cugini if he was drinking at a friend's home 
and he shook his head yes. Cpl. Ragan 
arrived on station at this time. I asked Cpl.
Ragan to administer the breath test. Cpl. 
Ragan did so and Mr. Cugini refused to 
submit to the test. I then allowed Mr. Cugini 
to call for a ride. He did so and on all his 
calls that he made informed everyone that 
he got his 3rd OVI and that he messed up. 
Once Mr. Cugini grandmother arrived I 
released Mr. Cugini into her care. Mr. Cugini 
was given all the necessary paperwork.

On Tuesday 1/17/2016 while on routine 
patrol, I observed a silver Chevy car 
traveling south bound on SR 45 cross over 
the yellow center line. 

The vehicle traveled a little more than a full 
tire crossing over the line.

 I then activated my emergency lights on 
marked unit 1 and conducted a stop on the 
silver Chevy bearing OH D220244. 1 made 
my approach on the passenger side of the 
vehicle since the driver stopped in the 
center of the roadway. Upon making initial 
contact with the driver and passenger, I 
could smell a very strong odor of marijuana 
emitting from the vehicle. I asked the male 
driver for Identification, proof of insurance, 
and registration for the vehicle. The male 
provided all documents except for id. The 
male then provided his name a date of birth. 
Andre
Owens Jr. 5/31/1998. 

1 advised them to sit tight and remain inside 
the vehicle and I would be back with them 
momentarily.

I then return back to marked unit 1 and 
advised dispatch to send my other unit and 
that I wound be out on a probable cause 
search of the vehicle,

 Upon my other unit arriving on scene, I 
approached the driver side of the vehicle 
and advised the male to step out of the 
vehicle and that a search would be 
conducted do to the smell of marijuana. I 
had the male step to the front passenger 
side of marked unit 1 where a Frisk was 
conducted for weapons. The male was then 
placed in the rear passenger side of marked 
unit 1. The female was the ordered out of 
the vehicle and placed in the rear of marked 
unit 3. 

Myself and Ofc Beck then conducted a 
probable cause search of the vehicle. The 
front driver side door were swisher sweet 
blunts. Between the door and driver seat 
were small plastic baggies that had a knot 
tied in them but were empty. The center 
consol had an ashtray with the blunt 
tobacco inside and ashes. Upon getting 
closer to the passenger side of the vehicle 
the odor grew stronger. 

After searching the front thoroughly Officers 
then moved to the rear of the vehicle. After 
a through search of the vehicle was 
conducted and negative contraband was 
located, I returned to marked unit one 1 and 
advised Andre that he needed to find 
someone to come pick him up and that he 
was going to be issued a citation for driving 
under suspension and left of center.

Citation 049335 was then issued to Andre 
who was advised of his mandatory 
appearance of 1/26/2017 at 1100 at 
MCC#3. Andre was advised he was being 
cited for ORC 4510.1 driving'under 
suspension and ORC 4511.25 Left of 
center. After issuing his citation his ride 
came. It was a black Kia bearing OH 
HAF2236. 

The female driver who is know as Kayla 
Brian and her passenger Austin Angeli. 
Springer's then towed the vehicle and 
officer cleared the stop.

registration GKA5702 drove right of the fog 
line. At this time I activated my overhead 
lights and conducted a traffic stop near the 
intersection of SR 534 and US 62.

Upon my initial approach to the vehicle I 
made contact with the female driver, who 
was later identified as Heather N. Jones. 
Heather was informed as to why she was 
stopped and was asked for License, 
Registration, and Valid Proof of Insurance, 
which she was unable to provide any 
documentation. Heather was asked for her 
SSN and date of birth. Once running 
Heather's information through LEADS it was 
discovered that Heather was suspended 
with a Non-Compliance type suspension; 
which was confirmed with Mahoning County 
Dispatch. 

I re approached the vehicle and asked 
Heather if she knew she knew she was 
suspended, she responded with "I thought 
that was taken care of." 

Springer's towing was dispatched to the 
scene to remove Heather's vehicle from the 
roadway as Heather used my duty phone to 
contact a valid driver to come get her and 
her juvenile son.

Once heather had a valid driver on scene 
she was issued a citation for Driving Under 
Suspension (Non- Compliance 4510.16) 
and a Marked Lanes violation-(4511.33) 
and was informed of her mandatory court 
date of 19 January 2017 with a court time of 
11 A.M. at MCC #3. Once Springer's had 
the vehicle removed from the roadway I 
cleared the scene.

On 01/14/17, 1, Officer M. Elser
was working the 7AM-3PM shift 

in a marked Goshen Twp. Police
District cruiser. I was sitting 

stationary off of U.S. 62 near
Seacrist Road. I was randomly 

running registrations on the
cruiser mobile data terminal of 

vehicles as they drove past me. 

A silver Saturn bearing Ohio
registration GLA6308 drove past 

me. The vehicle returned to Nathan
Hawkins who was suspended. 

I was able to get a clear view of
the driver that matched the 

description of the registered owner. 

I stopped it at approx. 10:28 hrs.
off of U.S. 62 in the parking lot 

of a closed business "Things
Remebered." The operator was 

identified as the registered owner,
Nathan Hawkins.

Nathan could not provide me with
his license do to him misplacing 

it. He did provide insurance. 

Nathan was cited for DUS. His
vehicle was towed by Springer's 

Towing Service. Nathan was issued a
copy of the citation and 

made aware of his court date, time,
and location to appear.

When Officers arrived on scene Officer was 
greeted by one Christina Hunt. Ms Hunt 
began explaining that her ex boyfriend. 
Robert Pinkerton, was spending the night 
when her son, Spencer Hunt, woke her up 
and told her Mr Pinkerton had taken her car 
and left. Ms Hunt found that her credit card 
was taken as well. Ms Hunt then stated that 
she checked her bank statement and found 
$300.00 was taken out from her account. 

Ms Hunt informed me that the car Mr 
Pinkerton had taken is a 2003 Gray Ford 
Focus, number for that vehicle is 
GWW5470.

Ms Hunt continued to say that she does 
want charges pressed for both, her stolen 
vehicle and the credit card being taken and 
used. 

Ms Hunt fill out a voluntary statement and 
informed her charges would be filed.

On the above listed date R.O. observed a 
white Chevrolet pick-up bearing Ohio 
registration (GUE1962) traveling West on St 
Rt 165. Upon 0bservation of the vehicle in 
travel R.O. observed the vehicle to go right 
of the white fog line on 2 separate 
occasions. RO; initiated a traffic stop with 
the vehicle and observed the driver to be 
one David Freeders. 

R.O. advised the subject for the reason of 
the stop and he advised that his vehicle 
was getting blown around on the roadway 
due to the high winds. R.O. asked the driver 
for his license and he advised that he did 
not have one. R.O. checked the subject 
through LEADS and found that he was 
under multiple driving suspensions.

The subject at that time was advised that he 
was being charged with DUS 4510.16A and 
Marked lanes 4511.33. 

Springer's Tow Co was requested to secure 
the vehicle and the subject was given a 
courtesy transport to the police station to 
wait for his ride. 

The subiect was advised of his mandatory 
court appearance at MCC # 3 at 1100 am 
on 01/05/2017.

Driving Under Suspension, Failed To 
Display Plates/Sticker


On the above listed date and time, I Off. 
Troy Mackall observed a blue vehicle 
traveling west bound on US 62 with no front 
license plate mounted on the vehicle. I 
pulled out behind the vehicle and the rear 
license plate was Ohio registration GW 
8999. At this time I activated my overhead 
lights and conducted a traffic stop on US 62 
near SR 534.


Upon my initial approach to the vehicle I 
made contact with the female driver, who 
was later identified as Paige Seeley. Paige 
was informed as to why the traffic stop was 
conducted. Paige went on and informed me 
that the reason her front plate was not 
mounted was due to the fact that her front 
mounting bracket was broken and she had 
not gotten it fixed as of yet. Paige was 
asked for her license, registration, and valid 
proof of insurance; which she was able to 
produce everything but proof of insurance. I 
asked for her two passengers identification 
as well;
which they provided.


When running Paige through LEADS it 
came back that her license was suspended 
for a license forfeiture suspension. I 
confirmed the suspension through 
Mahoning County Dispatch. Paige was 
asked about if she knew she was 
suspended and stated "no." Her two 
passengers were a non valid driver and the 
male occupant in the back seat was also 
suspended. Paige was asked to contact 
someone to come get the vehicle.


Paige was issued a citation for Driving 
Under Suspension with a License Forfeiture 
(4510.111) and operating a Ohio registered 
vehicle without a Front License Plate 
(4503.21) ; with a mandatory court 
appearance of 12 January 2017 at MCC #3 
with a court time of 11 A.M. Once a valid 
driver arrived on scene the vehicle and its 
occupants were released. I then cleared the 
scene.

Russell of the Sebring Police Dept arrived 
at 183 E. Oregon Ave to serve a warrant on 
Jessica L. Smith. Jessica was located 
inside the residence and was taken into 
custody by this officer for a warrant out of 
the Goshen Twp Police Dept. 

Jessica was restrained with handcuffs that 
was gapped and double locked and was 
transported to the Goshen Twp. P.D. for 
processing. After processing she was 
transported to the Mahoning County Justice 
Center.

Shoplifting Dollar General


While on routine patrol in the Goshen Police 
District on 09/11/16 at approximately 1519 
hours, dispatch advised to respond to the 
Dollar General located at 18668 5th Street 
in Beloit, OH for a shoplifting complaint. 

Upon my arrival at approximately 1525 
hours, Officer spoke with the store manager 
Tammy Hallett who was standing outside 
along with a female suspect identified as 
Kelsey J. Shaver. Mrs. Hallett advised that 
Shaver and another female had shoplifted 
from the store but the other female had fled 
from the scene in Shaver's vehicle without 
permission and Shaver's 2-year old child 
was in the vehicle. Officer asked Shaver to 
explain what had happened at the'store.


Shaver stated that she was going to the 
Dollar General and took her neighbor, 
Christina Goad, with her since Goad does 
not have a driver's license. 
Once inside the store. Shaver stated that 
she purchased approximately $40.00 worth 
of items but admitted that she had also 
stolen numerous items and concealed them 
in her purse. She stated that Goad also 
stole items from the store and placed them 
in a separate bag she had put on the lower 
rack of the shopping cart. Shaver stated 
that they left the store, got into her vehicle, 
and it was at that time she began regretting 
her decision to steal. She said she told 
Goad she was going back into the store to 
purchase a pack of cigarettes but once 
inside she spoke with the manager and 
confessed to the theft. Shaver stated that 
the store manager seemed understanding 
and even stated she might not press 
criminal charges if Shaver returns all the 
stolen items. 

Upon exiting the store to retrieve the stolen 
items from her car, she immediately noticed 
her car was missing from where she had 
parked it and her 2-year old daughter Claire 
(DOB: 12/08/13) had been inside the 
vehicle with Goad. As we were talking, 
Shaver stated that her car was just 
returning to the store now and was being 
driven by her boyfriend "Dale". It was 
learned that Goad had driven the car to the 
apartment building, took the child and 
Shaver's stolen goods into Shaver's 
apartment and gave them to "Dale". "Dale" 
stated that Goad then left his apartment and 
went into her own apartment which is 
located at 836 S. 13th Street, Apt. 20 in 
Sebring, OH. 

Shaver asked her boyfriend to go back to 
their apartment and retrieve her black 
bag/purse that contained all of the items 
she had stolen. A few minutes later, "Dale" 
returned to the store with the bag/purse and 
all parties entered the store. Store manager 
Hallett emptied the bag/purse and began to 
scan all of the items in order to get a total 
dollar amount. Upon her completion, the 
total amount of items Shaver had stolen 
from the store was $93.31. At this point, 
Mrs. Hallett stated she wanted criminal 
charges filed against Shaver due to the high 
amount of stolen items. She stated that 
Shaver had initially told her she had only 
stolen a few things but then Shaver 
elaborated with more items once Officer 
had arrived on scene and now the total is 
nearly $100.00. 


Officer requested a copy of the receipt 
showing the total value of the stolen items 
and Mrs. Hallett provided me with a copy. 
Officer also requested a copy of the store's 
video surveillance footage and Mrs. Hallett 
advised it may take her some time to 
compile all of the footage of both Shaver 
and Goad. Officer advised her to contact 
the police department once she has 
obtained the requested video footage. 
Officer escorted Shaver out of the store, 
handcuffed her with her hands behind her 
back and the handcuffs gapped and double 
locked, and then placed her into the rear 
seat of my patrol vehicle at approximately 
1542 hours. Officer transported Shaver 
back to the police department where her 
photo was taken and she was read the 
Miranda Rights at approxlmalely 1610 
hours

On 7/20/16 at 1808 hrs, an officer observed

and Roller Rd.  The registered owner, 
Samuel A. Hepfner Jr (51) of Salem was 
observed driving another vehicle shortly 
after.  Mr Hepfner was found to be driving 
without a valid license.  
Hepfner was cited for Driving Under 
Suspension 4510-037J.

On 7/20/16 at 2026 an Officer observed a 
Chevy truck traveling west on Fifth Street in 
the 18000 Blk in the Village of Beloit. The 
Officer observed the vehicle traveling left of 
the center line twice with the front tire in the 
oncoming lane of travel. 

A traffic stop was made on the vehicle on 
Fifth St near Stanley Dr. The Officer 
identified the driver as one Miguel Cruz (33) 
of Alliance. Cruz was found to be under a 
Non Compliance/ FRA Suspension.

and Driver Under Suspension

On 7/18/16 at 11:10 am, an Officer was 
dispatched to the Beloit Dollar General for a 
man flashing a women in the store. When 
the Officer arrived on scene, the victim 
advised the man asked her to play a game 
and then revealed himself to her. When the 
man took off, the victim followed to get a 
picture for Officers. 

The man, identified as John J Monter (30) 
of Beloit was then brought in and 
questioned. After investigation, Monter was 
arrested on charges of Public Indecency 
(M4).

hours thru Beloit.  Parents were contacted.

 Arrest	On 7/2/16 at 1753 hrs, Officer 
received a call of a possible drunk driver on 
SR 165 in the area of US 62 (Green Twp).  
As the vehicle began to travel over both the 
fog line and the center line, an Officer 
initiated a traffic stop.  As the suspect 
vehicle was attempting to pullover he 
stopped on SR 165 at Kent Rd and almost 
went into the ditch.  After investigation, the 
driver, John Repella (66) of Salem was 
found to be under the influence of alcohol.  
Repella had a result of .087 BAC.

 Arrest	On 7/3/16 at 0156 hrs, one of our 
Goshen Officers was working a detail for 
the Mahoning County OVI Task Force in 
Boardman, OH when he observed a vehicle 
driving in both the right and left lane of the 
north bound lanes.  The Officer made a 
traffic stop on this vehicle.  After 
investigation, the driver, Michael Montell 
(43) of Boardman was found to be driving 
under the influence of alcohol.  Montell then 
refused the test.

Arrest 	An Officer was dispatched to 
6000 block of Calla Rd in Green Twp for an 
intoxicated male subject. Officers arrived to 
find the male subject being very upset with 
the officerís presence. Kenny was 
threatening both officers and using 
aggressive actions towards them. After 
several attempts and commands to calm 
the male down, Michael E Kenny (56) of 
Canfield was tased. Kenny was booked and 
transported to Mahoning County Justice 
Center on the charges of Aggravated 
Menacing (F5), Obstructing Official 
Business (M2) and Disorderly Conduct 
(M4). He will appear in Mahoning County 
Court #3 on July 14, 2016 at 11 am.

charges.  Culler was charged with Misuse 
of Credit Card (F4) and Theft (F5).  Culler 
was booked and transported to Mahoning 
County Justice Center.

Officer Fellows was dispatched to the area 
of SR 165 and Seacrist Rd for a disabled 
vehicle.  When Officer Fellows arrived, he 
found the vehicle to have crashed into the

C Preas (40) of Alliance was also found to 
be driving under a suspended license.

Ave.  After observations for an extended 
period of time, no juveniles were found in

second male appealed to be a middle-aged

Pilolli then stopped and spoke with Clint 
Daley. He advised that his son was giving 
him some problems to which he took off 
walking southbound on 45 and he was 
attempting to catch up to him.  All parties 
spoke and everything was in good order.

Officer Pilolli was dispatched to the above 
address.  Upon arrival there were some 
bystanders who stated that they called the 
police and that there was some yelling and 
screaming coming from the inside of the 
apartment. Officer Pilolli approached the 
residence and did not hear any yelling or 
screaming taking place, he knocked on the 
front door and announced himself as a 
police officer with the Goshen Police 
District. 

A male later identified as Joseph Wells 
opened the door and greeted this Officer. 
Joseph appeared to be stressed out and 
was gathering his thoughts. This Officer 
advised him of why he was at his apartment 
to which he stated he understood and that 
him and his girlfriend were have an 
argument over finances. Officer Pilolli then 
entered the apartment and spoke with 
Alexandria who was observed her to be 
sitting on the floor in her bedroom with her 
face in her hands, she appeared to be 
upset.

They both advised Officer Pilolli that they 
fought verbally and all was ok.

driver in the area of SR 165 and US 62.  
Cpl Balasz observed the said vehicle travel 
in the opposing lance completely.   Cpl 
Balasz performed a traffic stop on the

Christine Manges (29) of Salem to be 
driving under a suspended license.

Sgt Calko stopped the vehicle for speeding, 
47/35 mph zone.  The driver, Casey Cline 
(40) of Alliance was found to be driving 
under a suspended license.  Cline was cited 
for DUS and Speed.

Diagonal Rd.  Once dispatch confirmed the

Officer Mackall and Officer Wenzell were 
dispatched to the area of Salem-Warren Rd 
between SR 165 and Middletown Rd for a 
roll over crash.  The driver, Lucas Brown 
(17) of Salem advised he was driving home 
and fell asleep at the wheel.  Brown advised 
he drove into the ditch which caused his 
truck to roll.  The vehicle had a strong odor 
of alcoholic beverage.  After investigation, 
Brown was found to have been driving 
under the influence of alcohol.  Brown was 
transported back to Goshen PD for 
processing where he tested a .128 BAC.  
Brown was arrested for OVI and cited for 
failure to control.

of speed.  Courtney stated this also 
happens almost every Sunday around noon 
with a motorcycle.  Officers stayed in the 
area but observed no ATVís for the day.

his girlfriend then leaving the scene. He 
then returned just before Officers arrived.

found to be the aggressor and was arrested 
on Domestic Violence M1 charge. Griffin 
was processed and transported to 
Mahoning County Justice Center.

rd for a crash.  The driver, Steven Miranda

Sgt Calko observed a vehicle traveling 
north bound on Main St in Beloit attempting 
to pass another vehicle traveling the same 
direction on a double yellow line.  The driver 
then went off the left side of the roadway 
after overcorrecting and almost striking 
another vehicle.  Sgt Calko initiated a traffic 
stop and found the driver, Daniel W Brewer 
(56) of Monessen, PA to not be wearing his 
safety belt as well as showing signs of 
impairment.  After further investigation, Sgt 
Calko found Mr Brewer to be under the 
influence of alcohol.  Mr Brewer tested a 
.212 BAC and was arrested and charged for 
OVI, improper passing and seatbelt 
violation.  Mr Brewer was transported to 
Mahoning Count Justice Center and will 
appear in MCC#3 on 4/21/16 at 11am

On 1/9/16 at 1920 hrs, a juvenile female 
reported she was a victim in a burglary at 
her home, 12205 Goshen Rd, Salem.  After 
further investigations, a warrant was 
obtained for Russell C Legg (18) of 5040 
Kirk Rd in Austintown for complicity (F4). 
 
On 4/8/16 at 1700 hrs, Officer Pilolli with the 
assistance of Austintown PD, were able to 
pick up Mr Legg on this warrant.  He was 
transported to Goshen PD for processing 
and to Mahoning County Jail.

Physical Fight in Progress


On 4/9/16 at 0141 hrs, Officer Mackall was 
dispatched to 9450 SR 534 for a physical 
fight in progress.  When Officer Mackall 
arrived on scene, he found Mr Maurer and 
his son downstairs.  After speaking with 
them, Officer Mackall spoke with Kathleen 
Hanna.  Kathleen was found to be 
emotionally upset and the right side of her 
mouth was swollen.  

All parties had admittedly consumed 
alcoholic beverages.  Kathleen stated that 
her and Randy had been verbally arguing at 
dinner and once they returned home is 
when he became physical.  Kathleen stated 
Randy struck her with a closed fist and bit 
her multiple times.  
After investigation and Officer Mackall 
observed all of Kathleens injuries, Randy 
Maurer (53) of the home was arrested on 
Domestic Violence M1 charges.  Maureer 
was transported to Goshen PD for 
processing and to Mahoning County Jail.

looked like marijuana inside it. I then

smelled a marijuana odor. While speaking 
with the principal he stated another student 
told the coaches that Juvenile Female had 
marijuana in her possession. When the 
coaches asked the juvenile if they could 
search her bag, she allowed them. This is 
when they found the container.

identified as Kevin M Curtis (22) of Salem 
was arrested and charged for Possess Drug 
Paraphernalia (MM) and Possession of 
Drugs- Marijuana (MM).

Township, Officer Mike Golec stopped a 
yellow Ford Escape for speed.  The vehicle 
was then found to be bearing fictitious 
plates.  The driver, Maurice Herrington (20) 
of Cleveland was cited for both and his 
vehicle was towed.

On 3/10/16 Det Cpl Ragan was contacted 
by the Middle School Counselor, Stephanie 
Ruark, in regards to a juvenile who was 
unable to gain access into his home 12012 
Calla Rd.  After further investigation, it was 
found that the parents of two juveniles had 
left them home alone for an extended 
period of time.  Children Services took 
custody of the 13 yr old male and 5 yr old 
male.  Det Cpl Ragan spoke to Mahoning 
County Assistant Prosecutor who approved 
2 counts of child endangering on both 
parents.  

Hiram Diaz (49) of Salem was arrested on 
the warrant for two counts of Endangering 
Children M1.

On 3/12/16 at 1826 hrs, Cpl Balasz was 
dispatched to 12205 Goshen Road Trailer 
Park unit 213 for a female lying in the 
roadway.  Upon arrival, Cpl Balasz found 
Lisa Smith (42) very well known to the 
Police District, to be making accusations 
and with only a shirt on.  Smith exposed 
herself while becoming irate.  Smith was 
placed under arrest on charges of public 
indecency M4 and disorderly conduct with 
persistence M4.  Smith was escorted to her 
home where she could dress fully.  Smith 
refused to move and made her body limp.  
She had to be carried to the cruiser as well 
as into the stations booking room with the 
help of Damascus FD members.  Cpl 
Balasz opened the rear door of the cruiser 
and found that Lisa had again exposed 
herself and appeared to have urinated on 
the seat.  The FD members assisted with 
helping her out of the cruiser and lacing her 
pants.  Smith was seated on the bench and 
cuffed in the FD's presence.  While in the 
booking room, Lisa refused to sit on the 
bench and continued to try to sit on the 
floor.  Smith decided to lay on the floor 
instead.  While lying on the floor, Smith 
continued to urinate herself on several 
occasions.

Smith was charged with Disorderly Conduct 
with Persistence M4, Obstructing Official 
Business M2 and Public Indecency M4.

a report from Jessica Raneri who stated 
that she received a letter from Chase Bank 
in the mail regarding a subpoena from 
Highland County Ohio. The letter states to 
call the listed phone number.  Raneri called 
the phone number and it directed. When 
Raneri spoke to someone on the phone 
they inquired for her social security number 
which she gave to them. Raneri stated she 
immediately hung up the phone because 
she felt like it was a scam and contacted 
her friend who stated to report it to the 
police.

were taking place.  I asked Hiram where 
Yaisa was and he stated that she was 
upstairs.  At this time I went upstairs to 
speak with her.  Once in the bedroom Yaisa 
was physically upset and crying but showed 
no signs of physical abuse.  Yaisa stated 
that while painting the living room she and 
Hiram got into argument over the 
renovations and they began yelling at one 
another.  Both parties stated that the 
argument never became physical however; 
Yaisa stated in her written statement that 
she did threaten Hiram with a frying pan 
while in the kitchen but never struck him 
with it.  

No charges wanted.

rottweiler inside a small fenced in area

was no food and only dirty muddy water for 
the dog. There was a small shelter made 
out of wood that was barely if at all big 
enough for the dog to fit under which had a 
ground that was also only wet mud and 
nothing to help keep the dog warm when it 
was cold. I attempted to make contact with 
someone at the residence with negative 
results. I then contacted Animal Charity and 
advised them of my findings and the 
location. They informed me that they would 
be sending a humane agent out to 
investigate the matter.

Officer Wenzell was dispatched to 9061 S 
Salem-Warren Rd. in regards to Property 
Damage. When I arrived on scene I noticed 
multiple tire marks running across his front 
lawn along with some street signs that were 
lying flat on the ground. I was greeted by 
the homeowner, Vincent Barbone. Mr. 
Barbone informed me that the damage was 
caused by a couple of drunk drivers, one on 
Christmas Eve, and the other a few days 
after by a Jeep which seemed to cause 
most the damage. 


   When I asked about the Jeep he informed 
me it ran across his lawn, took out his tree 
he just purchased and continued on driving 
northbound on SR 45. I advised him that I 
would document all of this including the 
blue Jeep, which he believed to be a drunk. 
I asked him about the tree that was 
destroyed and he advised me he had just 
purchased it, when I asked what kind of tree 
it was he said he was not sure but he just 
bought a white spruce to replace it, which 
had costed him $100.00

When I arrived at the bridge Mr. Tipton then 
located the container which was painted a 
rusty red type of color and hanging from the 
bridge on a rope. I pulled it up and it had a 
letter on it stating that it was from an 
Internet web site called geocaching.com. I 
then found that web site and that it is "a 
national treasure hunt". Mr. Tipton still 
seemed a little uneasy and had to get back 
to work, I advised him I would take care of 
it. 
When I opened the container it contained a 
notebook, with names and dates written in 
it. Along with a rubber snake, confetti 
poppers, confetti, and paper clips.

Off. Troy Mackall was dispatched to the 
listed address for a female having an 
allergic reaction who was coming in and out 
of consciousness.  Upon my arrival to the 
scene I was met by the father who escorted 
me inside the residence through the side 
door which led us into the kitchen.  
Immediately stepping into the house I was 
able to detect a strong smell of burnt 
marijuana.  Once inside the residence the 
female having the medical issues along with 
mother were in the kitchen.  The female 
looked very glossy eyed and was lethargic 
in her movements.  William Manypenny III, 
the initial caller, stated that she had eaten 
some crab and was believed to have an 
allergy to shellfish.  At this time Green FD 
arrived on scene.  I then asked William and 
the other gentlemen into the living room.  
Once in the living room I asked about the 
strong odor of burnt marijuana and William 
stated that he had been smoking earlier in 
the home but all the narcotics were inhaled.  
William was then asked if there was any 
paraphernalia inside the home that I 
needed to know about either and he replied 
with "no."  While standing there speaking 
with William I observed a clear glass 
cylinder pipe believed to be a "bong" used 
to inhale marijuana sitting on an end table 
located in the northeast portion of the living 
room.  Located on top of the glass pipe 
were remnants of burnt marijuana.  This 
device was seized for evidence and a minor 
misdemeanor citation was filled out and 
issued to William Manypenny III for drug 
paraphernalia 2925.141(c) and was 
informed of his court date of 14 Jan 2016 at 
MCC #3 at 11 A.M.

GOSHEN TOWNSHIP Ė As the result of an 
investigation into conduct alleged by a West 
Branch High School student in early 2014, a 
township resident has been indicted by the 
Mahoning County Grand Jury on 16 counts 
of Pandering Obscenity Involving a Minor, a 
Felony of the 2nd degree; and one count of 
Tampering with Evidence, a Felony of the 
3rd degree.
 
Douglas Miner, 41, is accused of recording 
video of a juvenile girl in a state of undress, 
creating multiple still images from the video, 
and later attempting to conceal evidence 
from investigators after his computer, 
cellphone, and other electronic devices 
were seized by Goshen Police and 
submitted to the Ohio Bureau of Criminal 
Investigation (BCI) for analysis.
 
After receiving the warrant upon indictment, 
Miner was taken into custody by Goshen 
Police and booked into the Mahoning 
County Justice Center without incident.
 
Minerís arraignment in Common Pleas 
Court is scheduled for Tuesday, January 
13th, 2015 at 9:00am before Judge 
DíApolito.
